While I respectfully disagree with the IEEE's definition (and all definitions that mistake system attributes with the ongoing process of design), I absolutely agree that planning for change must be part of the design process.

The problem is that product-driven cultures and product managers are driven only by near-term delivery goals. "We'll deal with change later."

And thus has it ever been.
