I might agree with you except that the automotive industry has made no attempts to address this situation on its own -- only when forced to improve by government or legal mandates or penalties.

This isn't just true of emissions. We'd all still be riding around without seatbelts or airbags if the auto industry were entirely left to its own profit seeking.
